Much has been discussed about these new additions to the IVAO Training Policies and Procedures.
As a first note, and as of the 1st June 2016, all Training Staff Circulars are approved by the Executive Council.
It should be made clear that the policies and procedures as set out by the Training Department are for the benefit of the IVAO Community as a whole.
This particular scenario has been a bone of contention throughout many divisions in IVAO and the Training Department has issued these circulars in an effort to not unduly compromise the chances of an examinee during his/her ATC Exam.
The Supervisors have been instructed to assist the Examiner in this regard and to disconnect errant pilots. For those Examiners who are not Supervisors, you are free to send a wallop to a Supervisor to assist you with errant pilots.
And for the record, pilots flying to or in an exam should be aware of the situation and not cause undue problems. All of the addons and aircraft addons have the ability to be able to switch off automatic failures. We regard it is as both unfair and selfish for a pilot to declare an emergency during an exam without authorisation from the convening Examiner.
Yes, IVAO does strive towards "As real as it gets". In real life, emergencies are handed to another frequency in most cases - in IVAO we dont have that luxury. The purpose here is to ensure that the Examinee has a fair chance - please let's give him/her exactly that!
